The Premier recently announced a NSW Action Plan for Energy Efficiency. The Plan aims to achieve greater energy efficiency in NSW to help reduce the cost impact of a national Emissions Trading Scheme on end use energy customers, help delay the need for additional energy supply infrastructure and reduce greenhouse gas emissions.
Among other things, the plan includes an initiative to revitalise the energy efficiency component of the Greenhouse Gas Reduction Scheme (GGAS). The NSW Government still intends to terminate the non-energy efficiency elements of GGAS upon the commencement of a national emissions trading scheme. However, the Government has decided to maintain and enhance the energy efficiency component of GGAS, as the Demand Side Abatement component of GGAS has been successful in delivering low cost energy efficiency activity.
Building on the success of demand side abatement under GGAS, a new energy efficiency target will apply to NSW electricity retailers from 1 January 2009. A separate class of tradeable certificate will be established to support the target.
The NSW Department of Water and Energy and Department of Environment and Climate Change are now leading the development of a detailed policy and legislative framework to implement the new energy efficiency trading arrangements.
Interested parties are invited to attend a Stakeholder Consultation Forum being conducted by the NSW Government.
